Power: Water manipulation, he speaks to the water with his mind and it moves to his liking. He can also call the water down from the atmosphere causing rain.. as long as the water is not frozen he can move it.
Costume: a black diving suit.
Everyday Appearance: He is Spanish (mostly) so that means black hair and tan skin, and deep brown eyes you could drown in. He is short about 5 feet 2 inches tall, broad shoulders and a narrow waist.
Impressive upper body strength. He normally wears a white undershirt with denim sleeveless jacket; and canvas work pants, and mud-crusted,worn leather work boots.
Personality On and Off the Streets: He's kinda fake and funny, just plain goofy and aloof until he's sure about you. After he's sure about you he's more sincere. He holds grudges tho, so be careful to not insult his wife, or his work.
Family: (yes I added in this part) Douglas has a wife named Josifina she is gorgeous! And 36 years old. They have two children Georgianna (3) And Phillip (4)
History: He was an only child, his mother was caught and dissected by a poor fisherman trying to make a buck. His father had cancer and died when Douglas was 23. He was left a small fortune but taxes somehow ate up almost all the money, he was left enough to immigrate from spain to the USA.
There he met his beautiful wife Josifina in NewYork and decided to move to Common Wealth, for a better life for his family. They set up house.

"DADDYY!!!!!" two little voices squealed.
He reached down just in time to embrace his two children.
"hello, I missed you guys." He murmured into their hair, with a smile.
From the kitchen his wife called, "Douglas I'm in the kitchen, bring the lil' gremlins. Its almost time for dinner!"
He scooped them up into his arms and walked into the kitchen.
After setting the kids into their highchairs.
"How was your day?" He asked.
She looked up from the stove.
"It went well."
